Abstract<\/h3>\n

[…] In its simplest form, this report asks how congruent the preferences of elected representatives <\/span>and voters are as regards democracy at the supranational level and the reform of EU <\/span>institutions.<\/span>As such, looking at congruence is the mere observati<\/span>on of the extent to which <\/span>political representatives share the views of voters; it does not account for how MEPs may <\/span>change their positions to match those of the people they seek to represent <\/span>–<\/span>a process rather <\/span>known as responsiveness. We therefore follow B<\/span>eyer and H\u00e4nni (2018) in drawing a clear line <\/span>between congruence, defined as the <\/span>static <\/span>overlap between citizens and their representatives\u2019 <\/span>preferences, and responsiveness, which suggests a dynamic (and, even, causal) relationship <\/span>between the movements of <\/span>public opinion and the <\/span>response<\/span>of elites. The report further <\/span>explores the extent to which individual features of the MEPs can explain their degree of <\/span>agreement with their voters. To do so, we draw our expectations from different streams of <\/span>theories, deali<\/span>ng respectively with the EU policy drift, second<\/span>–<\/span>order elections and the role of <\/span>MEPs. We evidence that it is the parties, not the voters that drive polarization on issues debated <\/span>in the EU, and that specific individual<\/span>–<\/span>level features of the MEPs, such as <\/span>their local anchor or <\/span>the ways in which they conceive their mandate are correlated with a specific level of agreement <\/span>with their party\u2019s voters.<\/span><\/em><\/strong><\/p>\n\n\n\n
