[CONFERENCE] “The politics of covid-19: Cooperation and conflict” Michael HOLMES, ESPOL, Université Catholique de Lille, 24 October 2020

This presentation is a preliminary attempt to consider how, if at all, the covid-19 crisis has changed politics. I look at the implications for the individual, for the state and for the international system, with a particular focus on the European Union. I argue that the crisis has created a potential both for increased cooperation and for increased conflict, and that at present it is too early to say which path will be followed. I will finish with some comments on what we know about how crises can affect political change, which might give us some sense of what direction we might be moving in.
